    This is some old Thiokol Surplus. (Thiokol made the Space Shuttle Boosters)  Thiokol became ATK/Thiokol, which then became part of Northrup Grummon.  I think they used this graphite for the (machined) nozzles on their smaller rocket motors that they tested.
    USPS Priority shipping is included, "free shipping" ebay calls it.
    I cut this to length with a chop saw (yes, it's messy,) so I can cut you a longer piece if you want to pay for it.  I can put up a specific length on an ebay listing upon request.  If you want shorter pieces you'll have to buy 2 or more for me to custom cut them.  Also, if I can't ship custom cut lengths in a USPS Flat Rate Box, I'll list it with calculated Fedex Ground/Home shipping, not the "free" USPS shipping.
